PRESS RELEASE FROM THE INDEPENDENT COUNCILMAN OF THE LOCAL COMMITTEE OF KAŠTEL SUĆURAC
Željan Jurlin, an independent councilor of the Kaštel Sućurac Local Board, sent a statement to our editorial office, referring to, as he says, irregularities in the work of the Local Board, which violates the City Statute, the rules of the Local Board and the rules of procedure. He also reported everything to the Mayor of Kaštel, Denis Ivanović, calling out the City for turning a deaf ear to the illegal actions of the Local Board. We are publishing the statement in its entirety.
Dear customer,
On August 31st, I sent an official email to the MO Council in which I warned them about the violation of everything stated in the title and called for the due correction and compliance with the law in the performance of the councilor's duties in the service of the city. The current manipulation of the MINUTES, or their falsification and lying by the councilors, does not contribute to anything and therefore I hereby point out to you the need for intervention because as I announced to the chairperson, in the event of ignoring and illegal continuation of work, I will be forced to contact the Ministry of Administration. For this purpose, in good faith, I also propose a joint meeting with all the MO councilors K. Sućurac.
Installation:
We asked for a correction to the MINUTES but we were left without an answer. So, at the first constituent session, I clearly asked Ms. Ivana Delić whether one of the items on the Agenda in her future work and performance of her duties as Chairwoman, in the event of a vote of confidence, would be to retain the item MISCELLANEOUS. The person in question gave an affirmative answer and at the first following session, she immediately broke that promise and removed the item. I am aware that such an act is her right, as is the right of the majority, but I am obliged to warn that removing the stated fact from the MINUTES is falsification and manipulation that I do not accept as a councilor. I also proposed at the 2nd session that one of the items on the Agenda for the next (last) session be all the adopted but unfortunately unrealized proposals of the Council of Ministers from the previous term. This was accepted, and the Chairwoman even thanked me for the detailed report I sent her, promising to put it on the Agenda of the 3rd session, and she also grossly deceived me/us there. So, as I said before, the majority decides and I respect that, which means they can lie, cheat and do whatever they want, but they do not have the right to falsify the MINUTES since everything I am talking about here should be clearly stated in them.
- City Statute Article 94 - Supervision of the legality of the work of local council bodies is carried out by the Mayor.
- RULES OF THE MO K. SUĆURAC Council Article 23. (1) Supervision of the legality of the work of the MO Council is carried out by the Mayor. (4) The President of the Council is obliged to submit the acts (minutes) adopted by the Council to the Mayor within eight days of their adoption.
- RULES OF PROCEDURE Article 26 (2) - The President of the Council is obliged to inform the public about the performance of tasks within his/her scope of work via the local board notice board or in another appropriate manner.
(3) The transparency of the work of the MoD bodies is ensured by:
- holding public sessions of the MoD Council and informing citizens through the media
- informing citizens through the information system of the City of Kaštela
- by publishing decisions and other acts on notice boards and other visible places in the settlement or in another manner accessible to citizens
ps Finally, I would like to remind you of the last term of the City Council when you publicly promised that all MINUTES would be transparent and publicly available to the interested public on the official website of the City of Kaštela. So, that proposal was accepted with the note that it would be implemented "in due course". Does that mean "in due course" to you, never?
