
New rules on child benefit will come into effect on March 1, 2024. The income threshold has been increased from 70 percent (309,01 euros) to 140 percent (618,02 euros) of the budget base, according to the Croatian Pension Insurance Institute.
Given that the budget base is 441,44 euros, starting from March 1, 2024, everyone whose total monthly income per household member in 2023 does not exceed 618,02 euros will be able to claim the right to child benefit.
The amount of the child allowance will be determined according to five census groups, depending on the percentage of the budget base, or up to 20 - 140% of the budget base, therefore the amount of the allowance per child can range from 30,90 to 61,80 euros, according to the HZMO.
"We invite all current beneficiaries of child allowance to submit applications for entitlement, so that they can continue to receive child allowance without interruption in 2024," the HZMO said, continuing: "We also invite everyone who was not a beneficiary of child allowance in the previous year, and who meets the specified income threshold (618,02 euros), to submit an application for entitlement to child allowance. We would like to point out that the right to child allowance for a child of a deceased or missing Croatian veteran is exercised regardless of the total household income.
We also note that in accordance with the transitional provisions of the ZID ZDD, based on applications for the right to child allowance submitted in the period from 1 January 2024 to 29 February 2024, and those submitted within 120 days starting from 1 March 2024, the right to child allowance, provided that all legally prescribed conditions are met, will be recognized starting from 1 March 2024.
"We would like to remind you that with the entry into force of the Inclusive Allowance Act (January 1, 2024), the provisions of the Child Allowance Act relating to the exercise of the right to an allowance for children with health impairments, or with severe or severe disabilities in the pension insurance system, ceased to apply, and as of January 1, 2024, the Croatian Pension Insurance Institute will no longer initiate procedures to obtain findings and opinions from the Institute for Expertise, Professional Rehabilitation and Employment of Persons with Disabilities on the type and severity of the child's health impairment."
The application for the right to child allowance is submitted to the regional service/office of the HZMO according to the applicant's place of residence, and can also be submitted at the Pension Information Centers in Zagreb (Gradišćanska 26), Split (Matoševa 3), Osijek (JJ Strossmayera 3) and Rijeka (Titov trg 8A), as well as at post offices in the Republic of Croatia. The application can also be submitted orally for the record at the regional service/office of the HZMO according to the place of residence. The application form is available on the HZMO website, and the application can also be submitted via the HZMO e-Services in the e-Citizens system.
