
Cemex: Excavated material is used for technological mine rehabilitation
As unmarked trucks transport construction materials along the old fire and hiking trail on Kozjak, from the tunnel works to Cemex coffee, on Sundays during the holidays, we wrote December 29, 2025. At that time, the question was raised whether this was an illegal story with the disposal of construction waste transported from the construction site of a road of "national importance". The response came from Hrvatske cesta and Cemex with explanations that all permits have them, but also a note that care should be taken with work on holidays and rest days, as well as religious customs.
- The contractor for the construction project of the Connecting Road from the Vučevica junction on the A1 to the junction on DC 8 in Kaštela, phases 3.2. and 3.3. is the company CRBC. The contractor has concluded an agreement with Croatian Forests on the use of the forest road and, based on the same, the road can be used for the transport of materials to the CEMEX coffee company. In terms of the Agreement concluded with Croatian Roads, the contractor is responsible for the maintenance and use of access roads in general. The company LZ projekt is a nominated and approved subcontractor (subcontractor) of the company CRBC and is not unauthorized in the construction project of the Connecting Road – stated the spokesperson for Croatian Roads Tamara Đurijanček and added.
- In the project to build the connecting road with the Kozjak tunnel, the company LZ projekt was engaged to carry out excavation and transport of material to a permanent landfill site provided for in the tender documentation, which is the quarry of the company CEMEX, which is authorized to take over excess material from the excavation that is not mineral raw material. In terms of the Act, this is construction waste. For the disposal of construction waste, the contractor/subcontractor pays the company CEMEX a fee for the disposal of construction waste. The Republic of Croatia is paid a fee for the use of mineral raw materials, and the material from the excavation that is transported to the quarry is not, but rather it is construction waste, i.e. material that is not suitable for installation in the road structure and must be disposed of as such in terms of the Act and applicable regulations - the response states.
HC: Holidays, rest days and religious customs should be taken into account
Among the above, Croatian Roads also notes that care should be taken about the time during which work is carried out in order to respect holidays and non-working days.
- In terms of the contract, the Contractor should take into account holidays, days off, and religious and other customs in the Republic of Croatia - they concluded.

The company Cemex confirmed to us that excavations from the construction site of the Kozjak tunnel are arriving at Cemex's coffee shop, stating that they are bringing in a by-product that must be legally disposed of.
- In accordance with the contract with the Kozjak tunnel contractor, Cemex receives excavated earth from the aforementioned construction site into the Sv. Juraj - Sv. Kajo exploitation field. It is not a mineral raw material owned by the state, but a by-product that must be legally disposed of. In this case, the excavated material is used for technological rehabilitation of the mine, in accordance with rehabilitation plans, permits and professional rules – said Ivan Ivanović, member of the Management Board and Director of Materials at Cemex Croatia.
The company LZ Projekt did not respond.
As of the publication of this article, we have not received a response from the company LZ Projekt to explain why their trucks, or dump trucks, do not have any markings on them, including license plates.
Namely, according to the legal provision on the registration of motor vehicles and trailers, article 238 - registration
- If the dump truck is a light trailer (e.g. up to 750 kg or according to the criteria in the regulations), it does not have to have its own registration, but it must be: marked with the registration plate of the towing vehicle, and have proof of technical correctness after a technical inspection (hros.hr). If the dump truck exceeds these criteria (heavier trailer), it must be registered as a trailer - the law states.
