
Owners of residential properties who want to put their apartments into the function of affordable rental can respond to the public call of the APN from today, December 18. The main condition is that the property has been empty for two years, which will be proven by energy and water bills.
If it is determined that the properties have certain minor damages, a contract is concluded with APN, according to which the property owner has a period of six months to remove them. For this purpose, he receives an advance payment of the total rent. Properties with structural damages will not be taken into account.
The contract can be concluded for a period of three to ten years. The property owners with whom APN will conclude a contract will receive a fee corresponding to the median rental price of a residential property, in such a way that they will receive 60 percent of the amount of the entire contract period at the beginning, and the remaining 40 percent after half of the contract has expired.
Affordable rent may not exceed 30 percent of the total net monthly income of the tenant and his/her family members, less utilities. As for property owners, they will receive the money for the contract period in two installments - the first, in the amount of 60 percent, will be paid at the beginning of the contract period, and the remaining 40 percent after half of that period has expired.
The price of renting an apartment in Kaštela is 10 euros per square meter.
The rental price of the apartment will be based on the median rent, which are the average, "middle" rent amounts for a specific area (city, municipality), which Ministry of Physical Planning, Construction and State Property (MPGI) and the Agency for Legal Traffic and Real Estate Brokerage (APN) use as a reference value for Affordable rental program, where property owners receive a subsidy in the amount of that rent in order to rent the apartment at a more favorable price to tenants
The highest median rents for 2025 are recorded in Zagreb with a price of 12,7 euros and Split with 12,2 euros per square meter. For a 60 square meter apartment, the rent in Zagreb is 760 euros, and in Split it is 730 euros. The price can be higher or lower depending on the neighborhood, so the most expensive in Zagreb is Centar novi with a price of 14,55 euros per square meter, followed by Centar with 14,20, Trešnjevka with 13,90, Jakuševec with 13,80 and Žitnjak with 13,55 euros per square meter, while the lowest price is in Sesvete, where the rent is 9,20 euros per square meter.
In Rijeka, the median rent is 10,45 euros per square meter, and in Osijek it is 7,9 euros.
In terms of rent, rental prices are also high on the list, for example in Kaštela, which is 10 euros per square meter, in Velika Gorica it is 9,5, in Varaždin 8,5, Šibenik 7,5, and the lowest prices are in Knin, where the rent is 3,7 euros per square meter. In Vukovar, the rent is 4,43 euros per square meter.
Public call until February 15th
This public call will last until February 15, 2026, and since the Prime Minister announced the public call at the Government session, the APN has been inundated with calls from citizens interested in putting their residential property into the affordable rental function. The APN also emphasizes that their departments are ready to start the entire process today.
After the end of the Public Call for Residential Property Owners, APN will also open a Public Call for interested tenants.
